The capitals that need a footnote
Most countries have one capital and the sheet gives it. A few do not, and those carry a numbered note rather than a guess. South Africa splits its government across three cities, Pretoria, Cape Town and Bloemfontein; why South Africa has three capitals explains how that happened. Bolivia, Benin, Côte d'Ivoire, Eswatini and Sri Lanka each list two seats. Switzerland's constitution names no capital at all, and Bern is formally the federal city, which does Switzerland have a capital? unpacks. The status of Jerusalem is disputed, and the note says so.
On the worksheets, any listed seat counts as a correct answer, the same rule the world capitals quiz uses.
